Can't get the event gurantees that sdk has loaded

I’ve discovered there’s custom event for waiting until the new script tags in head load, but they don’t at all guarantee that i don’t get paypal is undefined errors. I haven’t tried updating hotwire, and I tried mixing window and hotwire events.
